CEILING INSULATION
VEEC CALCULATOR

Calculate Victorian Energy Efficiency Certificates for ceiling insulation upgrades under VEU Activity 48 — Part 48 (Scenarios 48A/48B). Compliant with VEU Specifications 2018 Version 25.0. Deemed method: GHG savings rate (by climatic region) × insulation area (m²) × lifetime (25) × regional factor. GHG savings 0.00576 Mild / 0.00771 Cold / 0.00546 Hot (Table 48.5); RF 0.98 metropolitan / 1.04 regional (Table 48.4). Installed product must achieve total R5.0 (AS/NZS 4859.1).

Insulation Details
ℹ Scenarios 48A/48B (bulk insulation, categories 48A/48B) apply to both uninsulated ceilings (48A(i)/48B(i)) and under-insulated ceilings (48A(ii)/48B(ii)). The deemed GHG savings rate is identical across scenarios, so the certificate count depends only on climatic region and installed area — not on which scenario applies. Scenario, product category and R-value are eligibility conditions verified at the point of installation.

ℹ Deemed VEECs are indicative. Always verify via the VEU Registry Calculator at veu-registry.vic.gov.au before lodging. Products must be on the ESC Register at the time VEECs are created, and the pre-installation electrical safety assessment (Table 48.3) must be completed by an applicable electrician.
